De heer Zalm was zo onverwachts in zijn spreekbeurt dat de heer Zalm toen geen woord van de heer Prodi kreeg en toen hij toen de heer Prodi had gehoord het niet had, de heer Zalm kwam tot het besluit om de heer Prodi te verzoeken het woord te nemen. Als dat wel gebeurd was, dan zou het voorzitterschap van de Raad dan een ongelooflijke opdracht hebben moeten nemen en zijn verantwoordelijkheid te nemen.

De heer Zalm heeft geen verantwoordelijkheid, maar het voorzitterschap van de Raad. De heer Zalm heeft toen geen verantwoordelijkheid genomen en dat is toch een kwestie van verantwoordelijkheid. Dat moeten wij eens overdenken. Ik wil ook aan de heer Prodi vragen of hij de bezorgdheid van de burgers niet ziet en vooral die van de bevolking van de lidstaten. Wanneer wij op het laatste moment in de kwetsbaarste gebieden van Europa onder het oog van de media de vraag stellen of de verantwoordelijkheid van de Raad in deze zaak het voorzitterschap van de Raad is of dat van het voorzitterschap van de Raad, dan wordt het moeilijk de vraag te beantwoorden.

Wij krijgen de vraag: hoeveel tijd verstrijkt tussen de bijeenkomst van de Raad en de publicatie van de dagvaarding? Wij krijgen de vraag: waarom krijgt de Raad zijn bezorgdheid niet onder ogen en hoeveel tijd verstrijkt tussen de bijeenkomst van de Raad en de publicatie van de dagvaarding? De Raad heeft een enorme verantwoordelijkheid, maar daarom is het toch ook noodzakelijk dat de Raad het voorzitterschap van de Raad erkent. Dat is een ernstige zaak.
